Snowmobiles

An annual permit must be purchased in order to ride a snowmobile in the local access areas of St. Francis.  The cost for the permit is $15.  A color is assigned to the permit holder that is based on the address of the permit holder.  The permit holder may take the most direct route from the primary residence to the state trail within the colored zone.  Driving outside the colored zone or in the orange zone is not permitted.  The local access sticker must be placed on the hood, visible from the left side.  The year sticker must be placed directly below the local access sticker.

While in the local access areas, the operator shall not exceed 20 mph.  Snowmobiles shall travel on the right side of the paved road within the curb line while in urban areas and within the curb point while on unpaved roads.

Golf Carts

An annual permit is required in order to ride golf carts to and from the golf course.  There is no cost to this permit.  Golf carts are restricted to the area directly surrounding the golf course using 237th Ave as the northern boundary, 230th Ave as the southern boundary and the 2400 block as the eastern boundary and the 3000 block as the western boundary.  Golf carts are to be operated for the sole purpose of travelling to and from the golf course and are permitted on the road from sunrise to sunset.  The golf cart must display a slow moving vehicle emblem as provided for in Minnesota State Statute Section 169.522.

ATVs

All recreational vehicles must operate at a speed that is reasonable for all surrounding circumstances.  ATVs shall not be for the use of running over or killing any animal, making unnecessary or unusual noise, or endangering any person by reckless or negligent actions.  ATVs are not permitted to travel at a rate of 10 mph near lakeshores, ice houses, fishermen, skating rinks, or sledding hills.  It is unlawful to operate an ATV on public or private property not owned by the operator or in an area that would endanger other persons or property.
