Licensing and General Provisions

Applications shall be accepted at City Hall. Any questions regarding licensing may be directed to the City Clerk at 763-753-2630.  Licenses are available for download or to be picked up at City Hall.

Licensing applies to the following:

  • Amusement Devices
  • Dances
  • Tobacco
  • Gambling
  • Garbage and Refuse Haulers
  • Kennels
  • Pawnbrokers
  • Sauna Parlor and Massage Parlor
  • Massage Therapist 
  • Adult Entertainment
  • Fireworks
  • Taxicabs
  • Peddlers and Solicitors

Home Based Occupations 

Home Occupation requirements include an application process.  In some instances an Interim Use Permit is required if your home based business is being conducted out of an accessory structure. 

The purpose of Home Occupation requirements is to outline the standards in which home occupations can be conducted in residential neighborhoods without jeopardizing the health, safety and general welfare of the surrounding neighborhood. 

Prohibited Home Occupations include:

  • Repair services which produce objectionable lights, glare, noise or vibration, including but not limited to auto repair, appliance repair and small engine repair.
  • Teaching or instruction which consists of more than two (2) non-family pupils at a time
  • Manufacturing
